Virginia Department of Education ELP Standards Videos
The Virginia Department of Education has generously offered to share a series of videos created by teachers, for teachers, to promote understanding of the WIDA ELP Standards and offer example lesson plans based on certain language functions.

Formative Assessment Grant Awarded to WIDA
The WIDA Consortium is pleased to announce that it has received a three-year grant with generous support from the Carnegie Corporation of New York to develop and validate a formative assessment system for teachers serving English language learners (ELLs) at the secondary level. These classroom assessments will function as an integral component of WIDA's overall system of standards and assessments for ELLs and will be aligned to the nationally recognized WIDA English Language Proficiency Standards™ and the ACT College Readiness Standards. Initial development work is slated to begin late fall 2008.

The project, under the direction of WIDA Research Director H. Gary Cook, is designed to assist teachers in measuring student progress in developing the essential language needed for success in academic classes. Quality, ongoing feedback from these assessments will help teachers and students target learning objectives and thus more effectively prepare students to accelerate learning toward the goal of language proficiency and post-secondary academic success. Lorraine Valdez Pierce, a nationally-recognized scholar on ELL formative assessment, will be involved with the project along with the Center for Applied Linguistics.

Piloting and field testing of these assessments will take place in urban school districts in keeping with the Carnegie Corporation's priorities for assistance by building the K-16 pipeline, strengthening accountability, and strengthening human capital*, specifically as they relate to ELLs' pathway to college. The goal of the project is to have an integrated, secondary formative assessment system aligned with WIDA and college readiness standards operationally available by 2011.

WIDA is now accepting applications for ACCESS for ELLs® Item Writing course, due December 7th. This is an online, graduate level course through which teachers delve more deeply into the WIDA Standards, learn about the construction of large scale language assessments, learn to craft test folders and items, and contribute real classroom-based items for ACCESS. For this work, teachers receive 2 graduate credits from the University of Wisconsin-Oshkosh, transferable to any institution. For this reason, WIDA has been developing the Alternate ACCESS for ELLs® assessment for approximately the past two years. It will be available to Consortium states during the 2008-09 academic year. The W-APT™ Score Calculator
The W-APT™ section of the website now offers a tool to save test administrators the time and trouble of manually converting raw scores and calculating the composite proficiency level (CPL) scores. With the click of a button, it calculates Speaking, Reading, Writing and Listening proficiency scores, along with the CPL score and a grade-adjusted CPL score. Unfortunately, it can not be applied to Kindergarten scores at this time, but will be updated in Spring of 2008 to include Kindergarten in addition to grades 1-12.

Version 2.3 (2007) of the W-APT™ has been released on this site
Please login to this site to view and/or download the latest version of the assessment. Version 2.2 (2006) will remain valid as there are no significant changes to the test itself. If all test booklets have already been printed and are in use, it is not necessary to reprint each booklet. However, it is advised that 2006 score sheets be replaced with the latest version so that students' grade-specific proficiency level scores may be calculated (see bottom section of new score sheets).

Modifications to the 2007 version include:

  • Revised Test Administration Manuals
  • Grade level specific scores instead of grade level cluster specific scores
  • Procedures for group administration (individual administration still advised) (group score sheets to be posted by September 7, 2007) If your school or district intends to group administer the W-APT™ assessment prior to that date, please email help@wida.us. The group scoring documents can be emailed to you directly.
  • Modest enhancements to the graphics and test items

For $5.00, WIDA currently offers a CD-ROM of WIDA-related materials for use in higher education classrooms. To read more about the CD-ROM and how to order it, please see the Resources page.

Coming soon! WIDA is currently in the process of developing a more comprehensive set of materials for use in higher education. This will include sample “modules” or lessons on how WIDA's curriculum, instruction and assessment goals can be introduced to students at this level. It will also include an annotated bibliography of recommended readings which could be completely customized or supplemented by the instructor, along with the ELP Standards, sample test items, and suggested assignments.

Upcoming Forms Review
On August 29-30 in Madison, WI, a group consisting of 8 representatives from WIDA member states and 4 WIDA staff members will review the forms designed for the upcoming ACCESS for ELLs® test administration window. They will read the test forms against the revised administration manuals, checking for any points of confusion or inconsistency that may impact the testing process, as well as for the integrity of the items and forms themselves. Following this review, changes will be made to correct any errors and the materials will be proofread and revised before they are finalized.

Annual Board Meeting Summary
The board meeting held in Madison, WI June 25-27 was attended by representatives from each consortium member state and our partner organizations, WCER, CAL and MetriTech. Photos and a description of several of the discussion topics are now posted.

Scheduled D2L Outage/Upgrade
Please be aware that UW Oshkosh is scheduling an upgrade to the D2L system this August. This will involve closing down the D2L system to all students and instructors (including WIDA test administrators and facilitators) from 10 p.m. August 15 until 2 p.m. on August 16. We apologize for any inconvenience this may cause.

Upcoming Professional Development Institute

WIDA will hold a Professional Development Institute in Madison, WI August 20-23. The participants will include WIDA consultants as well as trainers from across our consortium. Without sacrificing the diversity and resources that our participants bring, our focus will be on building consistency across our assessment trainings, standards presentations, and workshops. In addition, we will share information with participants about the CLIMBS™ course and the Data Retreats® professional development activities. The 2007 version will include:

  • Revised Test Administration Manuals
  • Grade level cut scores instead of grade level cluster cut scores
  • Procedures for group administration (individual administration still advised)
  • Modest enhancements to the graphics and test items

LADDER Grant
WIDA is pleased to announce that it was awarded a $1.5 million grant ($300,000 per year for five years) for its LADDER for ELLs™ professional development program. This program will assist consortium schools in making data-driven decisions about their English language learners.

The Magic Project WIDA
WIDA received a second professional development grant in conjunction with the University of Wisconsin-Milwaukee. It involves the implementation of our CLIMBS™ course in two districts identified by the University: Green Bay and Milwaukee.

W-APT™ Survey
Earlier this month, WIDA's partner agency the Center for Applied Linguistics collected data via an electronic survey about the WIDA ACCESS Placement Test (W-APT)™ in order to inform and prioritize a redesign of the W-APT™ (to be available for use in the summer of 2008). Thank you to the 300 plus teachers and administrators who participated in this survey!

CLIMBS™ Course Pilots Complete
In late summer 2006, WIDA began planning a pilot professional development course for teachers of English Language Learners in using Sheltered Instruction to apply the WIDA English language proficiency standards. CLIMBS™ stands for Content and Language Integration as a Means of Bridging Success.

A blended learning model of face-to-face workshops and online exercises was employed to facilitate collaboration amongst school teams of ESL/bilingual and mainstream/general subject-area teachers. During spring 2007, participants met for 5 full-day face-to-face sessions and interacted through online discussion boards and live chats, learning about the SIOP model and sharing challenges and successes in using the WIDA English language proficiency standards to increase ELL achievement.

In all, 43 teachers participated in the CLIMBS™ pilot course (19 in Illinois and 24 in Rhode Island). A total of 12 participant observers from additional WIDA states (District of Columbia, Vermont, and Wisconsin) attended various face-to-face sessions. Many thanks to all who participated and offered feedback for improving the course. CLIMBS™ will be offered again in Spring 2008. New photos have been posted of the Content and Bias Review, along with a description of events and some of the questions our K-12 reviewers asked in relation to each item.

Content and Bias Review in Philadelphia May 21-23
Participants will review assessment items that were written during the latest item-writing course. Proposed items are for grades 1-12. At the end of this review process, the approved items will be subject to field testing. Three State Educational Agency representatives will participate: Harriette Herrera from Illinois, Brian Johnson from Wisconsin, and Maureen Keithley from Kentucky.

WIDA's Academic Assessment Coordinator Jesse Markow is currently finalizing plans with all participants in this review process, and questions can be directed to him at markow@wisc.edu or 608-262-7594.

Grade Level Cut Scores adopted
As recommended by the WIDA Board and the WIDA Technical Advisory Committee, Dorry Kenyon and his team at CAL carried out a rigorous review of the cut scores for ACCESS for ELLs®. The cut scores were reviewed by educators from 14 WIDA states. ACCESS for ELLs® scores are now being reported by grade rather than grade level cluster. This should allow states, districts, and schools to more accurately monitor student progress by proficiency level. Technical Report 4, available this summer, will detail this process.

Scheduled D2L Upgrade/Outage
Please be aware that UW Oshkosh is scheduling an upgrade to the D2L system this May. This will involve closing down the D2L system to all students and instructors (including WIDA test administrators and facilitators) from 10 p.m. May 24 until 7 a.m. May 29. We apologize for any inconvenience this may cause.
